Japanese/Chinese Paddle Fan: Woman with Stick and Basket

I have no idea what the writing says. I'm guessing this woman (or goddess) is carrying a basket and a rod/stick of some kind. Is this a calendar figure? Mythological figure? Someone of legend or folk tales?
